Cannot Update Shipment End Time Using Shipment Start Time Present in Actual Shipment Update (Doc ID 2106706.1)

Symptoms

When a Shipment is picked up by the Carrier on a Later Date than the Original Planned Shipment start Time. The updated Start Time on the Pick up Shipment Stop is processed into OTM in Actual Shipment Update. OTM is not able to use the Update Start Time to update Shipment End Time.
