"Shipments Failed to Assign" Remain Blank Although No Shipments Assigned in Fleet Assignment Bulk Plan

Fleet Assignment Bulk Plan results screen status is changed to COMPLETED. But when no shipments are assigned to any driver, the Shipments Failed to Assign remain blank instead of total number of assignable shipments selected.
