Symptoms

When R12.PJ_PF.B.delta.6 is applied, PRC: Generate Cost Accounting Events(PAGCAE) became slow.
SQL trace is checked, below is the costly query:

Steps to reproduce:

  1. Using a Projects responsibility, navigate to Other-->Requests-->Run
  2. Select Name = PRC: Generate Cost Accounting Events and Submit
