R12:AP: The Percentage "%" Must Be Used in the Find Button in Order to Open the List of Values for Tax Classification Code on the Invoice Workbench (Doc ID 2112711.1)

Symptoms

After applying patch 21967519, the list of values (LOV) for Tax Classification Code no longer opens when clicking the elipsis (...) on Invoice Workbench.  Instead, the user must enter '%' and click find to get the LOV to open.
