Deconsolidation Scenario Not Consolidating Truck Load (TL) Shipments

Symptoms
The deconsolidation scenario is such that goods are moved from single source location to a deconsolidation location & from here the order will split and reach to 2 destination locations. Expectation is that it should create 1 TL Shipment between Source and Deconsolidation location and 2 LTL Shipments (from decon location to the 2 destination locations). It is observed that 2 TL Shipments between source and deconsolidation locations are created (instead of 1 TL shipment). The 2 LTL Shipment creation is fine
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Create two orders. Order 1 - Source A to Destination B and Order 2 - Source A to Destination C
2. Bulk plan the orders with a DEFAULT planning parameter set
