Autoconfig fails after a database upgrade from 11.2.0.3 to 12c using the steps in <Note 1926201.1>, and upgrading the database manually via the Oracle upgrade guide for 12c R1.
On step 25 of <Note 1926201.1> autoconfig on the db completes successfully, but on the appstier it fails with the following error:
