Report Manager 11i - R12 : After Applying JAN 2016 CPU Patch Excel Format Outputs Are Generated With Blank Or No Data

Symptoms
On E-Business Suite 12.1.3 version, Core Functionality
Trying to generate Monthly Income statements fails and when selecting to generate Excel output, get a blank template. Also Excel macros never start up.
This worked prior to installing the JAN 2016 CPU patches.
After applying patch 19559960 and adding the function FRM_REP_MANAGE_WORKBENCH to GL responsibility, observing the following error in the bne.log.
