Symptoms
On : 12.2.5 version, Request Processing
After installing EBS 12.2.5, when submitting the concurrent program "Active Users", the following log file error message occurs.

"Error: Port Library failed to initialize: -1
Failed to redirect, could not locate VM
...
Program exited with status -26
Concurrent Manager encountered an error while running Oracle*Report for your concurrent request 648650."
