R12.2 After Applying AR Patch '19874429:R12.AR.C Auto Invoice Errors with "All enabled segments of Transaction Flexfield must have a value" for Consolidated Project Invoices

Symptoms
After applying AR patch '19874429:R12.AR.C, three new segments have been added to "Transaction Flexfield" descriptive flexfield (DFF) for "Projects Invoices". The three segments are linked to INTERFACE_LINE_ATTRIBUTE9, INTERFACE_LINE_ATTRIBUTE10 and INTERFACE_LINE_ATTRIBUTE11 columns of "RA_INTERFACE_LINES_ALL" table.
After application of the above patch, while running Autoinvoice to import 'Projects Invoices', the following error is encountered :
All enabled segments of Transaction Flexfield must have a value
As per the Projects Development Team in Bug 22700336, the INTERFACE_LINE_ATTRIBUTE9-11 should not be made mandatory. Thus it is required to make the 'Transaction Flexfield' DFF for the INTERFACE_LINE_ATTRIBUTE9-11 to be non-mandatory.
