"Specific Equipment to be Ordered" Not Requiring All Conditional Data to be Entered

Symptoms
When creating an Order Release, if a user enters only some of the conditionally required fields in the "Specific Equipment to be Ordered", the system is not throwing a UI error. As a result, upon trying to save the Order Release, the following error is encountered:
Steps:
1. Navigate to Order Management -> Order Release -> Order Release
2. Click New
3. Enter required data
4. Enter ONLY the Equipment Group ID on the "Specific Equipment to be Ordered" section
5. Click "Save" next to the "Specific Equipment to be Ordered" row
6. Click Ship Unit button to go to next tab
7. Create a Ship Unit
8. Click Save
9. Click Finished
NullPointerException error encountered.
