Creating Spot Quote Does Not Check If Less than Truckload Shipment Is Tender/Accepted

Symptoms
When creating a spot quote on a LTL shipment that is secure resources pickup notification status (tender and accepted for LTL) there is no error thrown and it allows you to create the spot rate, assigns the new carrier but remains in the same status secure resources pickup notification status. User should receive an error like you get when you try it on a TL shipment that has a tender:
The issue can be reproduced at will with the following steps:
1. Log into OTM;
2. Create an Order Release and plan an LTL shipment;
3. Secure Resources for the Shipment without accepting the tender;
4. Check the shipment and go to Actions -> Shipment costs -> Create spot rate;
5. Follow the steps and create a spot rate.
