Symptoms

Using Purchasing, Version 12.2.4 - upon attempting to approve the purchase order, the following error occurs:

Error:
Error Message: Unexpected error occurred during tax calculation.
Exception: 023 -
Please correct the problem or contact your system administrator.


Replication Steps:
The issue can be reproduced at will with the following steps:

1. Purchase Orders - Purchase Orders - query the purchase order.
2. Attempt to approve the purchase order.
3. Find that it is ending in error.

The FND debug log and raw trace show errors similar to the following:
