Symptoms
On : 12.2.5 version, Functional Setup
ACTUAL BEHAVIOR
---------------
Supplier and supplier site for catalog item were editable but with upgrade from 12.1.3 to 12.2.5 or by applying patches, this functionality stopped working.
EXPECTED BEHAVIOR

Supplier and supplier site for catalog item should remain editable
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Log in to iProcurement
2) Search for an item number that is not used on a BPA
4) View cart and checkout, then edit lines
5) Expand details and see that Supplier is Read Only.
6) Update line and see that Supplier is still Read Only.
