Weighted average score of technical stage is not considered "Award by Quote" page

EXPECTED BEHAVIOR

Weighted average score of technical stage should be considered

STEPS

The issue can be reproduced at will with the following steps:
1. Create a Two Stage RFQ (Team Scoring enabled)
2. Get The quotations from Suppliers
3. Unlock Technical Stage
4. Score Technical Stage
5. Complete Technical Stage
6. Unlock Commercial Stage
7. Score Commercial Stage
8. Lock Scoring
9 Award By Quote
10. Weighted average score of technical stage is not considered in Aggregate Score
