Shipgroup Agent Triggering Multiple Times

Symptoms
A Shipment Group agent is created with event of Shipment Group - Partial Shipment Added. Shipment Group is created and action >>add partial shipments to group is performed,
It is observed that the Agent s triggered multiple times for the same Ship Group ID. Expectation is that the agent should be triggered only once
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Agent is created with event of Shipment Group - Partial Shipment Added
2. Create a Shipment Group and add 2 shipments (1 Order Release line of 1 shipment and both Order Release lines of the second shipment)
3. The shipments gets added to the group under Partial Shipments
4. When log is checked, agent is triggered 3 times
