Workflow Does Not Progress at Ship Confirm when "Ship to Deliver Workflow" Enabled (Doc ID 2124519.1)

Symptoms

On : 12.1.3 version, Ship Confirm

ACTUAL BEHAVIOR
---------------
After enabling the Business event Ship Confirm, upon ship confirming a delivery, the delivery went into status Confirmed rather than Closed, and the delivery details remained as Staged.

EXPECTED BEHAVIOR
-----------------------
Expected the delivery details to be shipped and interfaced, and the delivery to be closed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enabled business event Ship Confirm
2. In Shipping Transactions form, attempt to ship confirm a delivery
3. Delivery details are not shipped, they remain as staged.
4. Status of the delivery changes to Confirmed, not closed

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot progress workflow after Ship Confirm,  and close the order lines
