Saudi Person Form Not Operating Correctly - Nationality Field Is Not Always Mandatory (Doc ID 2125014.1)

ACTUAL BEHAVIOR

Saudi Arabia Person form not operating correctly - Nationality field while mandatory is not always required upon saving the record.

During testing we have determined that the Mandatory Nationality field can be bypassed.

When entering a new employee on to the system, if the user enters all information prior to selecting an action such as "Create Employment", they are able to save the form without adding a nationality. The nationality field is mandatory if a user selects "Create Employment" at the beginning of the transaction.

EXPECTED BEHAVIOR

It is expected no matter the order of the fields being selected, Nationality would require information be populated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Scenario 1
1. Enter new employee, choose "Action"
2. Fill in all fields and attempt to save: Error, Nationality is null.

Scenario 2
1. Enter new employee. Leave Action null.
2. Fill all details and save.
3. The record saves but Nationality is saved as null. This is the issue.
