Symptoms
E-Business Suite R12 Concurrent Processing, Concurrent Manager related issues
The Scheduler / Prereleaser Manager doesn't start and is stuck with the following status:
"System Hold, Fix Manager before resetting counters"
Corrective steps:
1. Cleared / recovered concurrent managers and bounced apps and database tiers per <Note 1507580.1> - Manager Status Shows System Hold, Fix Manager before resetting counters.
2. Relinked FNDLIBR, FNDSCH, FNDSM, FNDCRM and FNDFS binaries.
