Service Start Dates not Populating on Sales Orders. Sales Order Lines Stuck in "Awaiting Invoice Interface - Incomplete Data" (Doc ID 2126447.1)

Service Start Dates are not populating on the Sales Order form. Sales Order Lines are stuck in "Awaiting Invoice Interface - Incomplete Data" status.

When attempting to invoice Sales Orders with Service lines, the following error occurs.

 NOTE: If you are already at or above the below file versions for your instance level, you still need to create the profile option indicated in step 5 below and set it to "Yes". For instance, if you are on 12.2.6 or above, you already have a higher version of OEXPINVB.pls than the patch provides, so you just need to create the profile option.
