Service Start Dates not Populating. Lines Stuck in Awaiting Invoice Interface

On : 12.1.3 version,

Service Start Dates Not Populating.
Lines Stuck In Awaiting Invoice Interface - Incomplete Data

When attempting to invoice orders with service lines, the following error occurs.

We do not have to progress order manually if the service dates are populated on service lines.
Also, it creates the service contracts without any wait. The interface to AR is not happening if the dates are left blank.
