Symptoms
The customer observes that when using RIQ to query rates, if you try to click on the Originating Carrier Link for a Rail Rate that is returned, the below error is returned.

Steps to Reproduce:
1. From Ask OTM, Rates, query two locations that will return an available rate of Type = Rail
2. Scroll to the Originating Carrier Field and click on the link for the Carrier
3. Observe the error.
