Symptoms

On : 12.1.3 version,

ACTUAL BEHAVIOR
---------------
New customers are not able to create a credit card or bank account without having open invoices.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to add a payment method on account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new customer.
2. Without any open invoices, cannot go to Payment options.
3. Not able to put any credit card / bank account on account for future payments.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot add payment methods to iReceivables.
