Actual Behavior
Cannot propagate Master controlled attribute value to child organization with the following error


Error
Cannot propagate Master controlled attribute value to child organizations.
Cause: The following validation failed for organization item record: Lot Split can be enabled only if Lot Control is Full Controlled
(INV_ITEM_MASTER_CTRL_ATTR_ERR, INV_INVALID_LOT_SPLIT_ENABLED)

Expected Behavior
Can propagate Master controlled attribute value to child organization successfully

Steps
The issue can be reproduced with the following steps:
1. In Master Item form, update the Master controlled attribute (e.g. item description)
2. Save
