Symptoms
When planning an order via network routing having PERFORM DYNAMIC CLUSTER LOGIC FOR SOURCE REGIONS set to TRUE, the planning fails.
The issue can be reproduced at will with the following steps:
1. Search for order
2. Plan it with parameter set including PERFORM DYNAMIC CLUSTER LOGIC FOR SOURCE REGIONS set to TRUE
3. Notice it fails
