When viewing material component form for a job, observe that the Open Quantity field displays no value when negative open quantity is expected

The issue can be reproduced at will with the following steps:
1. [Responsibility] Manufacturing and Distribution Manager
2. [Navigation] WIP -> Discrete Jobs -> Query for Job
3. [Button] Components -> Quantity Tab
4. Observe behavior of the Open Quantity field in relation to Requested and Issued Quantity fields.
