Receive Error "Active or Loaded Tasks exist for the Move order Line" During Back order Of Pick Wave Move Order

Symptoms
Users see Sales order Pick transaction stuck in Pending Transactions with no Error message for an Item
Users are unable to process this stuck transaction
When attempting to backorder the corresponding Pick Wave Move order from Transact Move Order form , they get the following error
ERROR

Move order Line could not be back ordered. Rolling back the changes
Active or Loaded Tasks exist for the Move order Line (ID = xxxxxx). So cannot proceed with Operation
STEPS
-----------------------
1. Navigate to Pending transactions form and query by the Item to see the Pending transaction
2. Navigate to Transact Move order form and query by the Move Order Number and click Find
3. Select the Move order line and Click Tools > Back order
