IEX: Put Strategy On Hold/Release be able to have free form entry of postal code range.

For example:

38117 to 38149~ or 38149% (or 38 to 38~), instead of picking from a list of values pulled from the strategies or customers. This will allow the program to pick up new customers or strategies and allow more flexibility with a mix of 5 and 9 digit postal codes.
