Copy Request Lists All Previous Run from All Responsibilities

Symptoms
Reports copy function lists all previous requests.
Below are the steps to reproduce the issue:
1. Log into Applications.
2. Select any responsibility.
3. View --> Request --> Submit new request.
4. On same window click on COPY option.
This should only list reports submitted under the chosen responsibility, instead it lists of all reports submitted by other responsibilities.
