User Management (UMX) Process Account Creation For Existing Person Fails with Error 'An unexpected error has occurred. Please try again later. Please Contact Your System Administrator'

E-Business Suite 12.1.3 User Management, UI Registration Process issues
UMX create user account registration process "Account creation for existing person" fails.
When selecting "Account creation for existing person" in the LOV and selecting Go, the next screen shows the below error message:
"An unexpected error has occurred. Please try again later. If the error persists, please contact your System Administrator"
Steps to reproduce:
1. Login is as SYSADMIN
2. Go to user management responsibility -> Users
3. In the Register LOV select “Account Creation for Existing Person” option.
