GLXIQFUN Funds Inquiry Form Does Not Reflect Journal That Has Funds Reserved Also Getting Exception When Unreserve (Doc ID 2138392.1)

Symptoms

ACTUAL BEHAVIOR
-------------------------
Funds Inquiry does not reflect Journal that has Funds Reserved also getting exception when unreserve.
Journal Batch Budgetary Control Status is "P" (Funds Reserved).
Funds Inquiry does not display the Encumbrance balance and therefore funds available is incorrect.
The packet Id in the Journal Batch does not exists in GL_BC_PACKETS or GL_BC_PACKETS_HISTS .
The Journal is not approved and not posted.
Budgetary control Level is Absolute.
Funds Check is at summary Account Level.

ERROR
-----------------------
Unreserving the Journal Batch produces the following error:

CONTROL.unreserve_funds procedure raised unhandled exception
--------------------------------------------------------------
FRM-40735: WHEN-BUTTON-PRESSED trigger raised unhandled exception ORA-01403.

STEPS
--------
1. Go to General Ledger responsibility
2. Navigate to Journals > Enter
3. Create one journal entry and check funds. Funds Passed
4. The Second journal entry with some funding lines from the first journal entry has insufficient funds
5. Using a Funds Override responsibility , override funds in the second journal.
6. Verify both first and second journal.
7. Using Funds override responsibility, unreserve the first journal.
It has status funds required and no GL BC Packets record.
For the second journal the status is Funds Passed but no records in GL BC Packets.
8. Try to unreserve.
9. The error occurs.
