Unable to Select a Shipping Method for a Delivery (Doc ID 2141710.1)

On : 12.1.3 version, Shipping Transactions form

When viewing the Details form from the Delivery tab of the Shipping Transactions form, the ship method, carrier, and mode of transport fields are null and are grayed out. This occurs in spite of the fact that a ship method is populated for the delivery details

Expect to see the Ship Method on the Delivery Details form. Customer also expects to be able to change the ship method here.

The issue can be reproduced at will with the following steps:
1. Pick Release any order, so that delivery details are in status of Staged.
2. Go to the Shipping transactions form, delivery tab, and click on the Details button.
3. See that the Ship method field, carrier, and mode of transport are null and are grayed out.

The issue has the following business impact:
Due to this issue, users cannot change the ship method before ship confirming the delivery
