All Java Concurrent Programs fail with NoClassDefFoundError on ConnectionManager.class (Doc ID 2142306.1)

Symptoms

On : 12.1.3 version, Request Processing

After applying patches, concurrent programs of the execution method "Java Concurrent Program" fail with the following log file error message:

ERROR

"java.lang.NoClassDefFoundError
  at oracle.apps.fnd.security.ConnectionManager.class$(ConnectionManager.java:342)
...
  at oracle.apps.fnd.cp.request.Run.main(Run.java:127)
Caused by: java.lang.ClassNotFoundException: oracle.jdbc.OracleConnection
  at java.net.URLClassLoader$1.run(URLClassLoader.java:200)"

STEPS

The issue can be reproduced at will with the following steps:
1. Submit any concurrent program of the execution method Java Concurrent Program

Changes

 Applied patch 14020891 "TAX VARIANCE HOLD GETTING APPLIED ON IMPORTED INVOICES" and patch 21314548 "R12.AD.B.DELTA.7 PATCH"
