Salary Proposal not Updated When Assignment Criteria is Changed Using the API (Doc ID 2144576.1)

Symptoms

Problem Statement:

Updating assignment criteria(e.g. Payroll) the Assignment form updates the salary proposal, however updating assignment criteria(e.g. Payroll) using the API(hr_assignment_api.update_emp_asg_criteria) does not update the salary proposal.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1.  Create 2 element links.

   ELEMENT PAYROLL
   --------------- --------------------
   XXSalary XXMonthly1
   XXSalary XXMonthly2

2. Create salary basis "XXSalaryBasis" with the element "XXSalary".

3. Create employee "test, salaryadmin1" and assign salary basis "XXSalaryBasis" and payroll "XXMonthly1".

4. Create salary proposals.

   01-JAN-2015 $5000
   01-SEP-2015 $5500

5. Update payroll from "XXMonthly1" to "XXMonthly2" on 01-DEC-2015.
