Self Service Pages not Rendering after Upgrade (Doc ID 2145219.1)

Symptoms

Problem Statement:

When a users attempts to open the SSHR Pages after an upgrade to 12.2.3 or higher see the following error.

oracle.adf.mds.exception.MDSRuntimeException: Unable to find component with absolute reference = <path to OAF page> , XML Path = {1}.

Example: oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.per.selfservice.absence.server.AbsenceHomeAM'.

oracle.adf.mds.exception.MDSRuntimeException: Unable to find component with absolute reference = /oracle/apps/per/selfservice/absence/webui/AbsenceHomePagePG, XML Path = {1}. Please verify that the reference is valid and the definition of the component exists either on the File System or in the MDS Repository.
<Line 2, Column 1>: XML-20108: (Fatal Error) Start of root element expected.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

Responsibility: Manager Self-Service or Employee Self-Service

  1.  Click Absence Management
  2.  OR Click Personal Information

Note: When accessing this page with the Profile = "Disable Self-Service Personal" set to yes at the site level, the page renders as expected.

Changes

 This issue can occur after upgrading EBS to 12.2.3 or higher.
