OE_ORDER_PUB.PROCESS_ORDER API Creating Orders from EDI Without A Price List (Doc ID 2145826.1)

Symptoms

On : 12.1.3 version, Pricing, Discounting & Charges

When creating EDI sales orders some of the orders lines are failing randomly with
the following error.

ERROR
Price List is required on a booked order line and
Unit List Price is required on a booked order line.

Validation failed for field – Price List

NOTES
We are not able to reproduce this issue in test.
This issue is consistently happening only in Production instance where multiple orders are coming into Oracle through API without price.
Checked price list is fine. Same data file when loaded in test instances has the orders with a price list.
Manually creating the orders for the same data also brings in the price list/list price

Behavior is exactly similar to what is mentioned in <Note 1990357.1>
We applied the <Patch 20178077> as recommend in the Note but that did not resolve the issue.


STEPS
The issue can be reproduced at will with the following steps:
1. Create order through EDI
2. Navigate to: Orders, Returns > Sales Orders
3. Query the order, error is shown
    Validation failed for field – Price List
