Symptoms
WebLogic user can not log into OIM's BIP native login page.
When logging in a "Login failed, please retry." error is generated.
http://hostname:port/xmlpserver/
Note this issue is BI Publisher embedded in IAM suite OIM 11.1.2.3. BP05.
