Cannot Submit Debrief When MOAC is enabled (Doc ID 2148554.1)

Symptoms

On : 12.1.3 version - Debrief

With multi-org is enabled, price lists without the Global flag enabled, and profile option ''QP: Security Control" enabled, when try to submit a Debrief, the following error occurs.

ERROR

Service Billing Engine calling cs_charge_details_pub.Create_Charge_Details API ended with an error. (API_NAME=CS_Service_Billing_Engine_PVT: Create_Charges).
API Error (CS_CHARGE_DETAILS_PVT.Create_Charge_Details): &TEXT.
An error occurred while retrieving the currency code for price list ID ######.
Failed to retrieve the currency for price list with ID: ######).
API Error (CS_COST_DETAILS_PVT.Create_Cost_Details Private API): &TEXT.
API Programming Error (Validate_Cost_Details Private API): The value "EA" for parameter Unit_of_Measure_Code is invalid.

l_processed_flag: COMPLETED W/ERRORS

STEPS
-----------------------
1. Login to Oracle apps.
2. Profile option ''QP: Security Control" is set to ON
3. Price List doesn't have the Global checkbox checked
4. MOAC is enabled and configured
5. Create a debrief line and try to submit the debrief line.
6. Get the above mentioned errors.
