Symptoms
VPD Profiles are exported from 6.3.7 and imported to 6.4.1 via the Migration Project Export and Import function. The migration project result states status as Imported, but when the VPD profile is seen in 6.4.1 after import, all the predicates (order release, shipment) are not seen
STEPS

The issue can be reproduced at will with the following steps:
1. Use the Migration Project Export and Import function to export and import the VPD Profile from 6.3.7 to 6.4.1
2. Check the migration status and then check the VPD profile
