Symptoms

When running PRC: Generate Draft Revenue for a Single Project errors with:

This project has no eligible expenditures or events.

The same may happen for PRC: Generate Draft Invoices for a Single Project

Verified event type, project/task is not on billing hold, verified project and task dates are valid and the budget and agreement are baselined and valid. The projects has invoices to-date that are less than funding.
