R12: AP: Payment Time Withholding Amount Does Not Include the Tax Amount (Doc ID 2149784.1)

Goal

The payment time withholding tax (AWT) amount does not include the tax amount even though the 'Include Tax amount' option is checked in Payables Options and Payment Withholding Tax Group is assigned to the tax line.

For example, an invoice has the following lines:

    Line Num    Type        Amount          Payment Withholding Tax Group
    1                Item        10000            AWT_5%
    2                Tax           2000             AWT_5%

In this case, the payment withholding tax should be 600.

    Item Line Amount 10000 * Payment AWT rate 5% = 500
    Tax Line Amount 2000 * Payment AWT rate 5% = 100

But the payment withholding tax is calculated as 500, which does not include the tax amount.
