Symptoms
When running a Rate Inquiry (RIQ) that returns valid rates, the following error is received when you click on the link for "Cost" in any of the rates that are returned.
STEPS

The issue can be reproduced at will with the following steps:
1. From Ask OTM, Rates, query for a valid rate
2. Click on the link in the Cost Column
3. Observe Error
