On : 12.1.3 version, Expenditure Processing
When attempting to distribute labor cost, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Go to Project responsibility.
2. Submit PRC : Distribute Labor Costs request.

Due to this issue, users cannot distribute labor cost which eventually impact period closure.
