Pick Selection List Generation Erroring

Symptoms
On : 12.1.2 version
Pick Selection List Generation ends in Error instead of Warning.
Pick Release parent completes in error when the child request completes in warning.
The child completes in warning because the order it is trying to release is ON HOLD.
So this Completion in Warning is good. But the parent shouldn't complete in Error. It can
complete in warning, but if it completes in error then it should give a correct error message
to the user.

The error message from the Pick Release program, found by clicking on diagnostics
from View-->Requests:
"The concurrent program for your concurrent request exited to wait, but has no pending
child requests to wait for. Routine AFPPRC received a return code of failure."
