Create Customers Missing "Taxpayer ID" Field

When creating a customer type = Person the taxpayer ID field is missing. However when you search for a customer it does have that field. Unable create a Taxpayer ID without the field
Steps to Reproduce:
Responsibility: Receivables Manager
Navigation: Customer > Standard
- Change the customer type to Person
- Create a new person
