Remove S_equipment From Multi-equip Shipment After Unassigning Order Movement

Symptoms
Having order release planned into a two leg itinerary with the first leg set to "No Auto Consolidate" and second leg set to "Consol into one ship multi equip", un-assigning order movements part of the same Shipment Equipment from the second itinerary leg shipment received while planning which has multiple S_equipments, does not remove the associated S_equipment.
The issue can be reproduced at will with the following steps:
1. Create a two leg itinerary where the first leg is set with No Auto Consolidate and second leg is set to Consol into one ship multi equip
2. Plan order release that doesn't fit into one shipment equipment
3. Obtain 3 shipments
4. Unassign one order movement from the second leg's shipment
5. Notice the associated S_Equipment is not removed from the shipment.
