"Import Price Catalogs" and Quotation Form has Performance Issue When Add Price Break / Update Quotation Line Price (Doc ID 2162900.1)

ACTUAL BEHAVIOR
---------------
When submit "Import Price Catalog" to add price break / update quotation line price,  system shows poor performance issue.

e.g.  for 50 quotations,  it will cost more than 5 hours to complete.

This issue also affect the update using the quotation form without performance issue

EXPECTED BEHAVIOR

"Import Price Catalog" to add price break / update quotation line price could complete without performance issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using insert script to populate purchasing interface tables for existed Quotation line / price break data information:

po_headers_interface

po_lines_interface

po_line_locations_interface

2. Submit "Import Price Catalogs" > request completes with poor performance issue.

e.g.  attempt to update 50 quotations / 50 lines / 50 price breaks,  "Import Price Catalog" will take more than 5 hours to completes.

3. Collect Trace and Tkprof output, see highest expensive sql:
