Sqlplus Connection As APPS User Not Working From Applications Tier (Doc ID 2164101.1)

Symptoms

The APPSLOCALLOGIN.JSP page loads blank and also get a blank page when navigating to https://<URL>:8000

which ends up loading blank.

Also, When attempting to run sqlplus apps/<apps_password> from Applications Tier, the following error displays:

Error:
ORA-12541: TNS:no listener

============================ sqlnet.log shows ============================

Fatal NI connect error 12541, connecting to:
(DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=<HOST_NAME>)(PORT=<PORT_NUM>))(CONNECT_DATA=(SID=PROD)(CID=(PROGRAM=sqlplus@<HOST>)(HOST=<HOST>)(USER=applprod))))

TNS-00511: No listener
nt secondary err code: 79
nt OS err code: 0
