"County" Is Not Working As A Qualifier In Territory Management (Doc ID 2165581.1)

Symptoms

In 12.1.2, when updating matching attribute 'County' LOV returns no value, matching attribute 'City' and 'State' also returned no values.


Steps To Reproduce
============
1. Navigate >Territory Management > Territories > select operating unit > usage = Service > Open Territory in Edit mode > next > Geography tab attribute = County > click LOV no list of values.
