When API fnd_user_pkg.createuser is called from a scheduled program, the below error occurs for a small number of users intermittently:


ORA-20001: APP-FND-02600: Unable to create user xxx due to the following reason(s):
Unabled to call fnd_ldap_wrapper.create_user due to the following reason:
ORA-20001: Unabled to call fnd_ldap_wrapper.create_user due to the following reason:
An unexpected error occurred. Please contact your System Administrator. (USER_NAME=xxx). (USER_NAME=xxx).
