ENG_PENDING_BILL_EXIST Error in 'Engineering Change Order Implementation' Program When Implementing an ECO (Doc ID 2166575.1)

Symptoms

On : 12.1.1 version, ECO

When attempting to Implement an ECO, the following error occurs.

ERROR
-----------------------
Implementation failed: Change Order /Revised Item cannot be implemented as structure header is pending in XXXXXX.
Please implement the structure header in XXXXXX first

Steps to reproduce:
-----------------------
1. Navigate to Engineering responsibility -> ECOs -> ECOs
2. Query for the ECO.
3. Tools -> Implement
4. The program - Engineering Change Order Implementation  completes in error
