Symptoms
Attempting to change the Payment Process Profile (PPP) and save the changes, following error occurs
ERROR

The issue can be reproduced with the following steps:
1. Using Payables Manager responsibility
2. Navigate to Setup > Payments > Payment Administrator
3. Select the Payment Process Profile option from the Task
4. Query the PPP you want to change .
After making the changes try to save the changes and find that under usage tab Specify radio option is selected for all the options and hence application throws error since there are no values specified for any of the Usage Rule options.
